Transforming Health Regionally in a Vibrant Economy — THRIVE — was born out of a strategic planning effort and today remains the strategic framework for the Michigan Health Improvement Alliance.
The THRIVE framework, a roadmap of focused interventions, guides the Health Alliance’s long-term regional strategy. The goal: to enhance health and economic success on a transformational level for individuals, families, and communities.
Together, a multitude of partners work to create a thriving region.
Building Our Roadmap
In 2017, efforts began to gather stakeholder perspectives in the initial planning stages for THRIVE. For this comprehensive effort, 80+ regional stakeholders were involved in developing approaches to health and economic improvement, values, opportunities and challenges. They compiled a significant amount of data, gained input from community leaders across multiple sectors, mapped systems, and modeled scenarios.
These stakeholders identified five strategic priority areas to guide the THRIVE portfolio:
- Building provider capacity
- Increasing access to preventative care
- Investing in social determinants of health
- Creating jobs
- Developing an attractiveness engine that improves the region by attracting and supporting residents, employees and businesses.

THRIVE Timeline
- 2017
Stakeholder + Community Perspectives / Strategy Setting
80+ regional stakeholders helped develop approaches to health and economic improvement, values, opportunities, and challenges. A comprehensive health ecosystem map was developed to illustrate leverage points for simultaneous health and economic improvement.
- 2018
Establishing Metrics
Work teams split up to focus on one of the five strategic areas and make portfolio recommendations with evidence-based metrics.
Intervention Selection + Modeling
Interventions in the THRIVE Portfolio were reviewed to ensure strategy alignment, implementation feasibility and cost-effectiveness. The complete THRIVE Portfolio was put through a simulation model that projected impact and expected outcomes over 20 years.
Steering Team Transition
The Launch Team evolved to the Steering Team and the THRIVE Portfolio was established as a cohesive, community-aligned and connected plan.

Implementation for Impact
Phase 1 of the THRIVE Portfolio launched with emphasis on eight initial interventions. Read more about Phase 1 interventions.
- 2020
Regional Covid-19 Support
Michigan Health Improvement Alliance resources pivoted in a time of need, devising solutions, aligning efforts and allocating vital resources for numerous stakeholders in the region due to the COVID-19 pandemic. The organization was responsible for coordinating the resources and flow of critical items such as face shields and sanitizer, and for developing supply hubs for local hospital systems.
Activation of Phase 2 Interventions + All of Us Event
The organization officially activated Phase 2 interventions within the THRIVE Portfolio in mid-2020. We also hosted U.S. Surgeon General Vice Admiral Jerome M. Adams, M.D., M.P.H., for a keynote session as part of a multi-sector regional panel discussing his national platform, Community Health and Economic Prosperity.
- 2021
Capacity Building
In 2021, the organization added additional capacity for Maternal and Child Health; launched additional data monitoring and metrics with the THRIVE Scorecard; diversified funding and financing streams; and deepened partnerships within the community and across the state and nation.
- 2022
Scaling and Sustainability
In 2022, the organization worked to achieve scale and sustainability of its work, furthering relationships with stakeholders, and actively managed its portfolio for efficiency and effectiveness.
- 2023+
Launch of Phase 3 of THRIVE Portfolio
Phase 3 interventions are being launched in 2023 and continue to further the impact of the Michigan Health Improvement Alliance and the many partners it supports.
